Why arent white parents as tough with their kids as other parents?

ive seen a lot of white parents out there with a screaming kid kicking n **** n the parents are trynna get the kid to behave by buying them candy or sumthin. why dont white parents just get tough n spank their kid? most of the parents on those nanny shows on tv are white. is it part of their culture or sumthin? i know not all white parents are like that. my friend's white n got his *** beat by his parents. but i noticed that the parents that are soft n sweet with their kids are white. why?
