Why can't I convert a vr_mangr.ifo file from a RAM disk to a .wmv file?

I have quite a few dvd cam disks that are RAM and I need to get the video off of them. I purchased a DVDRipper software that is supposed to convert .ifo files into .wmv files. If the .ifo file is on a regular DVDR cd then I can pull the .ifo file into my conversion software, but I can't pull the .ifo file from the RAM disk - why?
