Why can't I print USPS International 1st Class from eBay?

I have lots of buyers from Canada and I am able to give them quotes for USPS International 1st class mailing (which is usually much cheaper) but when I go to print the label, 1st class isn't available. Even through the usps.com, I can't purchase 1st class. Do I need to go to the post office to get this rate? Please advise. Thanks!

Online postage and Customs Labels have never been available with any of the free to use PC Postage providers.

You would need to subscribe to a PC Postage providers service, or visit your local Post Office to mail First Class Mail International
