Why can't I recommend Yahoo news stories anymore?

There used to be a spot under each news story where I could click to give a certain number of stars to recommend stories. Now I can't do that anymore for the past couple weeks. What is the problem?

its because they changed the homepage its a little different now so im not shure how to try looking around the page a little.
