Why can't Some people see the stuff I drop on the floor?

I'm Helping a friend ask for this. Why can't Some people see the stuff I drop on the floor? For example if you dropped Silverlight, people can't see it. I represent my friend to thank you.

Silverlight Can Only Be Obtained Threw A Quest. So Quest Items If You Drop And You Don't Pick Up No One Will Ever Get It.
