Why can't "hopefully" be used in an absolute sense? Such as "hopefully it wont rain tomorrow?"

I understand that when used in that context it means you "HOPE" it will not rain but but how do I better understand and explain that?

please no rude or stupid answer take them elsewhere

  1. hopefully isn't really used in the absolute sense, can it?

However, it still isn't really formal expository mode...

  2. nah

  3. Oh yeah?

i thought it still can be used..

because any prediction of weather like is it rain or not is actually just a forecast.. that has some errors..

so we also can say that the prediction would be 100 % correct.. still there is a chance.. that the weather prediction doesn't suit with the reality..

so.. we only can hope that the prediction will be right..
