Why can't someone underage work in a restaurant as a dishwasher just because it has a full bar?

I'm 17 and tried to get a job at Burger Meister in Alameda, CA as a dishwasher, but could not because there is a full bar there.

I think this is BS. I worked at a restaurant witha full bar at 17 in California.
