we dont literaly but we do use hydroelectricity by using water ro turn a wheel with magnets on the wheel and the axis and when they turn the magnet feilds creat electricity

Well, actually we can.  It Is called Fusion Power.  

However present technology does not make it commercial viable. It seems to take more energy to make than we can get back out of it.  

Other ways make use of the kinetic energy by use of dams on rivers and tides, or waves actions.

Actually, we have been generating power by using water movement over hydroelectric dams for many years.

Yes you can.Find a cheap way to decompose the water into hydrogen and oxygen.You can generate electricity.
