Why can't we say whether a particular voltage is hazardous or safe without additional information?

  1. because the amps are what's most dangerous.

The amount of current that actually flows through your body is what can hurt you.  The current is equal to voltage / resistance, but the resistance varies a lot.  If you are making good contact with the voltage, or if your skin is wet, the current is likely to be higher, and 50 volts or less can be dangerous.  If the current goes through your heart, it will be more dangerous than a larger current that goes between, say, two points on your arm.  And if the voltage source cannot supply much current, like the high voltage supply in a TV, even 20000 volts may not be very hazardous.
