It's to add to the humor of the cartoon. The maker of Family Guy thinks it's hilarious to make animals talk. Look at the fish in American Dad.

Dubbing. A voice actor reads the script as the director dubbed his voice onto the audio track synchronizing with the movements of the animated character.

Then of course, The Family Guy is a cartoon after all. It's fictional. Anything is fair game.
