Is he some crazy scientific experiment or what? Maybe he was bitten by a radio-active hamster or something.

  1. It's to add to the humor of the cartoon.  The maker of Family Guy thinks it's hilarious to make animals talk.  Look at the fish in American Dad.

  2. Simply because he is a cartoon dog!

  3. Dubbing. A voice actor reads the script as the director dubbed his voice onto the audio track synchronizing with the movements of the animated character.

Then of course, The Family Guy is a cartoon after all. It's fictional. Anything is fair game.

The concept of why Brian can talk can only be explained by his creator Seth MacFarlane.

    Why can Bugs Bunny talk?

    Why can s****. Doo talk?

    Why does Linsay Lohan drink?

    Only their creator knows why.

  4. You do realize its a cartoon right?

  5. OMG a talking dog!

Stewie's the one that freaks me out.
