Why can Goofy talk and Pluto can't?

If they are both dogs, why don't they act the same?

  1. Because Pluto is a planet, and Goofy isn't.

    If both dogs talked, how would you tell them apart?

    So this dog goes into a telegraph office to send a telegram.  He writes "woof woof woof woof woof woof woof", and hands it's to the operator.

    The operator takes a look at it and says, "That's seven woof's.  Did you know that you can send nine words for the same price as seven?  Should I add two more woof's?"

    The dog replies, "No, that wouldn't make any sense at all."

  3. Because Pluto is too busy trying to balance his gravitational pull with Charon's to bother to learn how to talk.

    Plus, his cruel master Mickey Mouse will beat him if he speaks.

  5. Walt was showing his disdain for dogs.  What he was saying, is that dogs are the lowest of the low, and that even the most intelligent one (Goofy, who unlike Pluto learned to talk, hyuk), was still far less intelligent than the rest of the animals in the Disney universe.

  6. Because Uncle Walt wanted it that way.  Pluto was Mickey's pet in animated and still cartoons.  Goofy showed up after Pluto and it just slipped that Goofy was also of the canine persuasion.  Just one of those things.
