Why can Ryugyong Hotel be considered as one of the tallest when it's not even finished?

Why Ryugyong Hotel in Pyongyang, North Korea can be considered as the 23rd tallest building (according Emporis.com) when it's not even finished (or maybe will never be finished)? Shouldn't it be true that the building should be completely completed first before it be considered as as a "true" building?

  2. Not in my opinion.  It's still a building.

    And I doubt it will ever be completed, seeing the North Koreans don't have the money, and the thing is slowly crumbling.
