Why can WRC teams like Munchi's and Stobart get Manufacturer points when they are customer teams?

We had a fracas in Formula One last year when Torro Rosso and Super Aguri were using old chassis from Red Bull and Honda and Spyker threatened legal action. Prodrive subsequently never came to the grid this year because they were going to use last years McLaren. So if only constructors can get points in Formula One surely it should be the same in the WRC. Only Citroen, Ford, Subaru and Suzuki should get points - otherwise it should be rebadged a "team championship"?
