Why can i atk with elemental hero rampart blaster?

i was playin this online ygh game and i had rampart in def and i atk, but my opponent would loss life points. whats the deal?

ramparts effect lets you attack directly when he's in def, but his attack is decreased by 1/2 to 1000.
