Why can i not set as background. On a picture as wallpaper?

Possible it's format, but if you don't have the picture open, you can't do it from the icon. Open the picture, and then, assuming you're using Windows Picture and Fax Viewer, then right click and click set as background.

If you are using something else, then go to the part where you change your background, click browse, locate your picture, open it, and it will be your background.

There may be many reasons. A couple of which may be

-Your not allowed to, on that computer

-Your doing it wrong
