Horse racing has parimutuel pools meaning when you place a bet at the track you are really playing against the person standing next to you. When you play another sport you are playing against the house or the casino (or bookie). That is how horse racing is legal in many states and sports betting is not.

It's also interesting that the recent tightening of online gambling laws actually completely opened up online horse betting.  And while many states require you to be 21 to gamble, most off track betting only carries an age restriction of 18.

Gambling is regulated and different rules apply in different places.  As stated before, in Nevada you can bet on any sport in a sports betting casino.  Obviously, if you are an athelete you don't bet on your team or your sport because of a conflict of interest.  Sometimes atheletes are prohibited from betting at all, depending on the rules of the particular sport.
