Why cant I post a pic on my Y/A profile?

what do i do

i uploaded the foto its on my 360 profile but it wont show now this is my second account my first was suspended (if that makes a differences do i do to my pic on

You may have missed a step, Make sure that you clicked on "Set as primary" on the right side of your picture in your 360 page. Do it here:

Then click on "Use my 360 picture" on your YA account, Do it here:

If this doesn't work, then there must be something wrong with Yahoo, wait for sometime for your picture to appear.

It doesn't make any difference. Yahoo is a nut-sack like that sometimes. You'll just have to wait it out, the pic will come up eventually. This happens a lot so it's not your fault, it's Yahoo's.
