Why cant an APO address be used to make a purchase? its the billing address on my credit card?

Question

tried to make a game purchase and I am told that my billing address is not correct for the credit card. no APOs are listed on the "state" of the application. Application not accepted wothout state listed.

apo u have to select the state of ny  .  I have learned that because my husband has been military for the last 17 yrs
