Why cant i Download anything but i can surf the internet ? ?

I m using my neighbors Dsl line connected into my newly bought Realtec RTL8139 PCI Fast Ethernet adapter in my P4 Machine.I tried downloading through Both Internet explorer 6 and Mozilla 3.0 it didn't work all i can do was just surfing the web when i tried to download software's,music etc.. i see the downloading box but Transfer rate is zero.Nothing is happening for hours.

Basically it doesn't download, i tried using download accelerators the program downloads to a certain extent.and then same thing happens...transfer rate goes to zero and not downloading.

then i connected the line to my dads laptop the the Internet was fully operational i was able to download through that..

Please tell me whats wrong with my Computer why can i download???

Are you downloading to a locked folder or subfolder?  That's the only thing I can think of.
