Why cant i delete some photos i have on my comp.?

i try to delete some photos that i have on my computer and i cant because "the file is open in another program"..why is that? and how can i delete the picture?

It is possible that you opened them in another program and then the program crashed or is running in the background and did not release the pictures. This may be the photo program you used to transfer the pictures from your camera. Try restarting your computer.
