Why can`t i put the alignment in center !!!?

hello all beautiful readers of my question , i ve taken a webpage n source code from my friend , the author has put the alignment to the right ( becuz the content is in a right to left language nee Persian ) , now my question is why i cant change the alignment ?! am i doing wrong ? is it locked by author ? indeed pals , i m using frontpage to edit the page which has been written in php and html , all the bests , have a good life full of love n sweet moments with family n friendzzz !

Also note that Frontpage was discontinued in 2006 in favor of Microsoft Expression - http://www.microsoft.com/expression/

I would never recommend anyone to use frontpage, i suggest you simply use notepad to change the relevant css properties.

Since it is a webpage, I suggest you check these

<html lang="en-us" dir="ltr">

<meta http-equiv="Content-Type" content="text/html; charset=utf-8">

The important part is the lang and charset. If it is still set in Persian, you'll better change that.
