Because criminals are protected more than the law-abiding population. Where i live, someone got off murder because all the evidence was collected before the release of a formal warrant, so he got off, it took 30 years before enough evidence was collected to extradite him back to the US to stick him on death row, In the time he was in the UK, he could have killed tons of people! What a world we live in!
