Why cant you smile in a lincense/passport photo?

because apparently it distorts other facial features, for example your eyes.

so you're supposed to have a neutral expression,

which i dont understand because i thought smiling was natural lol.

Smiling is not a natural expression because you are not smiling 100% of the time. Natural expression is the way your face looks normally.

You can't smile on your DL/Passport photo because is not a photo shoot! They want to see your facial features not how cute your smile is.
