  1. Your engine is cracked.

The problem most likely is the float valve in the carburetor.  It is fouled or worn and not always shutting off the fuel flow.  The gas goes through the carburetor and into the engine when it is not running.  Ends up in the crankcase.  They way to fix it is to rebuild the carburetor.  Some engines like Briggs has a fuel shut off on the bottom of the carburetor.  It is electric and only opens when there is power to it.  You could check yours to see if it has one.  There will be two wires attached to the bottom of the carburetor.  If you have one it is not working.  Even if you put a fuel shut off valve in the fuel line, the float valve is not working correctly and will lead to poor performance.  

  3. I had the same problem with my craftsman riding mower.  The gas was draining out of the tank and into the oil.  I put a fuel shut off on the gas line and that stopped the problem. I bought it at orielly's auto parts for about five bucks.
