Why couldn't WE as homeless have a shelter, run and organized by the homeless?

Well, what's stopping you? Rent on a building, perhaps? Getting the cooperation of other homeless people?

I think if a bunch of panhandlers pooled their money and opened a homeless shelter, that would be great.

Why would you want homeless people running your business? There are reasons why people are homeless and not always but most times it is because of drugs, alcohol, mental illness and not managing money well.
