  1. I suspect the big lips are a sexual preference.  The extra fat in their behinds is a way to store fat in a way that still allows the body to cool itself sufficiently.  Some have suggested it serves a similar purpose to a camels hump.  Look up steaptopygea to learn more about it.

  2. I think there were several migrations of early man out of Africa, with several million years between them.  As the earliest migrations lead early man, or his ancestor, into the middle east and southern present Russia, they learned to move about at a faster speed, eating a different diet. living in caves and moving with the seasons.  Early man's ancestors who stayed in Africa longer, wasn't nomadic to the degree of those who migrated out earlier, staying in one general area living off what they found in those areas.  By living two different ways of life and locations, different diets and activities separated the groups not only as cultures, and they developed different body styles as well.  Also, the possibility of different groups evolving from different ancestors over a great period of time also causes different body styles.  An example is a group who lived on the plains and ran on the ground and slept in the trees would develop different than those who stayed in the heavy jungle growth moving about slowly and eating fruits and leaves.

  3. Because God wanted something to laugh at.

  4. African-American psoas muscles tend to be larger than Caucasian or Asian, giving rise to stronger peripheral muscles in the area and the appearance of a larger gluteal region.

Edit: I am unsure about the evolutionary reason for larger lips among some African races.  I searched just now and couldn't find what I was looking for.  I remember reading something in nursing school in embryology about the relationship of the size of lips and the integument system, the skin.  Melanin is what makes darker skin tones, so I tried to search from that angle and couldn't find anything there, either.  It's probably something really simple and I apologize for not being able to answer that part of your question.  If I run across it at a later time, I'll add here under your question as a comment.
