Why did Biden diss Pittsburgh yesterday?

Biden was scheduled to appear in the Labor Day parade in Pittsburgh on Monday. However, an hour before the parade he withdrew stating that "with the impending hurricane, this is not a day for politics."

That was completely acceptable as everyone was scaling back from politics since most people would be focusing on Gustav and the gulf coast and hoping for the best outcome.

Then later that day (only an hour or two after the hurricane made landfall and nobody knew whether the levees would hold up or not) he shows up at the Italian Festival in Scranton with Ed Rendell.

I am personally extremely offended at this action. Not sure if anyone else realized this even happened. I mean, if you say "this is not a day for politics" then show up in Scranton to an obvious political appearance, I think that's a bit rude myself and do not appreciate.

Now I dislike Pittsburgh as much as anyone and it's a city that's literally in ruins with 6% of the population leaving each year- but PA is a noted battleground state and for Biden to risk angering 300K people doesn't make sense to me.
