Why did Bush give 1 billion dollars to Russia?

Isn't it enough that we already are allowing Russian immigrants into the country at an alarming rate?

what I don't understand is how can he give 1 billion to Russia and we have people in the country that are homeless. people with no health care or food to eat. We have people that need the money more. the people in this country should come first before any other country.

Because it wasn't his money, so therefore no skin off his nose. Ten billion, while you're at it.

I am NO fan of Bush, but he did it because (unlike you, apparently) he is not completely dumb.  Once in a while, on a really rainy day, you put your neighbor's paper up on the porch for them.  It makes them think twice about letting their dog c**p on your lawn...
