Why did Jhon Cena got replaced with Rey Mysterio for the World Heavyweight Championship Scramble?

Cena got hurt again. This time its a herniated disk in his neck. It wasn't Batista's fault however cause Cena said it was hurting for quite a while. He just had surgery on August 25th and should be back in 2-4 months.
