A western politician would say;

1. He was a totalitarian who needed fear in order to rule

2. He lacked a social conscience and didn't care who got in his way

3. He had enemies and wanted to obliterate any opposition.

A Russian would say:

He was evil and didn't care who lived or died. He did whatever he wanted and killed anyone and everyone who spoke even one word against him.
