  1. First, its not Parliament its Parlement.

    He recalled Parliament because of popular revolt in support of the Parlement. He had no choice basically. The people saw the Parlement as the champion of the people.  


  2. The French Revolution begins with a financial crises. King Louis XVI needs money. The wars with Great Britain have bankrupted France.So the king is forced to call a meeting of the Estates-General in 1789. The Estates-General is their Parliament. There hadn't been a meeting of the Estates-General since 1614. So the only way the king could raise money was by calling a meeting of the Estates-General. I hope that this has been a help to you.
