Why did Madison want to move the capital to be in the Potomac?

What was the big deal of moving the capital to the Potomac? and how did they change it from PA to the Potomac?

the idea and goal was to have a permanent capital that could essentially be self-sufficient and have it's own security. the capital used to be in philadelphia and also new york.
