  1. I seriously doubt that the people in the Federal Building were even an afterthought to him. He wanted to lash out at the government and nothing else mattered.

Political fanatics don't think of people as being innocent parties. In fact they de-personalize them in order to justify their twisted motives.

  2. He was suffering from a mental illness and irrational thinking.  He didn't blame the individuals he only wanted to attack a government building.

  3. I don't think he so much blamed them personally, but just had an extreme problem with the Federal Government in general. Why he chose the Murrah Building in OKC is anyone's guess. It's hard to understand the mind of a man who was as twisted as McVeigh was.

  4. The  day he attacked the Murrah Federal Building was also the anniversary of the day in 1775 (April 19th) when militia fired the "shot heard round the world" at British troops near Lexington and Concord Massachusetts to begin the American War for Independence. It is still a State holiday in Massachusetts and is called "Militia Day" by the other whack jobs like McVeigh who are in these so-called "citizens' militias". So, the attack may have little to do with Waco.

  5. I am not sure "think" is the word for it.  He just wanted to make a big bang, get his picture in the papers, and get executed by the government so other crazies would consider him a martyr.

It didn't really work in the long run, did it?
