She was not naked.  She was covered by a sheet and mostly her back was to the camera, anyway.  She and her handlers allowed her to be led this direction by a world famous photographer, whose judgment they trusted (Annie Leibowitz).

I would imagine deep down inside, there was a teenage girl looking to assert herself and her sexuality at play, as well.

My mom said that when Nancy Sinatra (the original These Boots Are Made For Walking) was young she posed nude with nothing but a guitar covering strategic spots, and everyone was scandalized. But everyone got over it before the year was over.

Edit: I looked for that pic but couldn't find it. Here is one where Sinatra did a recent photo shoot at 50, but it is an example of what I am saying. There is a difference between being nude when a photo is made and showing everything nude in the actual photo.
