Why did Nintendo make action replay?

Question

if it's easy to beat the game and it takes all the fun out of the game(and it could make you start over or worse make you throwaway your game =O) why did they create it?

galoob  made the orginal because  nes games  were  effing hard

Nintendo never made any cheat devices, and maybe they're made for a different experience once someone's beaten the game? It at least adds in more replayability.
