He didn't. Obama's position is to cut taxes on the middle class and revoke the Bush capital gains tax cuts--that is and has been his position.

He has said that he intends to support programs to help small business, including tax breaks. Which makes economic sense--small and medium sized businesses are the ones where you get gob creation and economic growth. You don't see that--and historically never have-- in the large, entrenched firms the neoconservatives worship.

Keep in mind that the Bush cuts never helped small businesses--and were not intended to.  They were a giveaway to the rich--and Obama has not changed his position on putting a stop to this abuse.

Only a  small fraction of capital gains taxes come from small business.  I think this was part of his program all along, but  I may be wrong on that. Do you have a source that show this was new?.

Obama says he "will eliminate capital gains taxes for the small businesses and start-ups that will create the high-wage, high-tech jobs of tomorrow."  It sounds nice in theory, but small businessmen generally don't pay capital gains taxes. They pay income taxes. Obama's plan is to raise the income taxes on these entrepreneurs. Telling the American people that he will cut their capital gains taxes is simply a charade to garner more support. He's still hurting small business.

The light bulb went on.  This country already has the highest capital gains tax of any on earth. The tax, however, needs to be lowered unilaterally, not just for the "patriotic companies". Tired of calling your cell phone company? credit card company? almost any customer service phone number and getting someone who barely understands English? Make it profitable for companies to operate in this country.
