that means he has a microphone in his helmet to get the play call. One player on defense is allowed to have a mic this year.

This year the NFL voted to allow a radio to helmet connection for designated defensive players, and the green dot indicates which helmet has the connection in it. And yeah, Quarterbacks used to be the only players with the connection in their helmet, but this is a brand new rule.
