  2. the first layer was compacted sand. then they placed on top of that: crushed rock

    then on top of that was cement and gravel

    on top of that was cement and sand

    on the last layer was paving slabs which are like rocks :)

    hope that helps

    roads were also used so that an army could have a rapid transit.
