In MG1, Big Boss was already the leader of Outer Heaven to begin with, but he, as FOXHOUND commander, was also called upon to respond to the threat posed by the new country(of coarse the US didn't know that BB was the true threat), In order to make it appear as if he was dealing with Outer Heaven, he would send an agent in, but if it was a good enough agent, he might harm BB's true plans at Outer Heaven. That is why he chose Snake, he was young and without much of any combat expierience. Big Boss didn't think Snake would be able to bring down his armed fortress nation if he sent him to do so, but he was wrong.
