Because you did not go to www.fafsa.ed.gov which is the free application for Financial Aid.

You were ripped off.  I suggest you contact the *%(#@  (ex finanical aid Director that owns that website) and demand your money back for both of your kids.  He will relinquish.  The correct website is

www.fafsa.ed.gov
