I don't know for sure if he said that or not, but I can hazard a guess anyway. To be a virgin in ancient times, you had to be very young. As soon as a young lady came of reproductive age, she was snapped up, unless something was dreadfully wrong with her. It is assumed that Mary, mother of Jesus had to be around the 14 to 16 age range. They just didn't do things like we do today. Apparently, Muhammad had to convince the men he was trying to sway that the virgins they would get for their reward would be 'healthy girls'. Promising no menstruation is easy: no one likes it.
