there was probably some work done on the pipes. OR there is a crack in your pipes.  let all your taps run for 10 - 15 minutes. it should clear up.  if it doesn't, contact your local water maintenance worker and they will tell you whats wrong

Maybe because you have not used it in a while, maybe the city replaced a pipe, maybe they shocked the system with chlorine. It is a vague question.
