Why did no one help the two Roma girls that drown?

CNN news on sat, in Italy 4 teens was swimming at the beach , and thy all screamed for help and no one help, two where saved by lifeguard's, but two have drowned wile the sunbathers watch and did nothing, afterword the corner came whit two coffins and tooked them away and thy just kept on sunbathing. why?

Apathy.  Perhaps they thought the girls were fooling.  Perhaps they had that sick group mentality where if one person doesn't decide to do something, they all don't.  I've read so many news articles about the same type of thing happening in America.  The last one I remember was two cars were bombing around and passed another car on a city street when they weren't supposed to and hit an elderly.  They kept on going of course.  h**l, he's just a person they hit right?  Well that's not uncommon, but the people walking on the street who witnessed it just kind of looked at the poor injured guy lying on the street moaning.  A few people actually went closer to take a look then kept on going.
