You have just reminded me of my 7th birthday.  Everyone cleared off after about ten minutes and when I asked where they had gone, my very angry Mother told me my Sister had told all my friends that the first one to go home would get a prize!!

The stupid sods all fell for it.  Ian Brewer even came back to collect his prize!  The traitor!!

If you did not hand the invites out personally, then that's the problem. You have to be pretty mean to say no to the birthday girl's/boy's face. Try handing them out yourself next time.
