Why did oil companies from the US and Britian get exclusive oil contracts in Iraq?

If the Iraq war had NOTHING to do about securing oil supplies, why wasn't the bidding process opened up for all the major oil companies around the world?

Pemex (Mexico) and Yukos (Russia) were among 40 others were completely shut out of the no-bid process in favor of US and British companies.
