  1. I believe people still bow to Kings so perhaps your question should be in the present tense.  And, I know that people bow to Queens!

  2. As a sign of respect. In fact, people still bow to kings, queens, princes, princesses, sultans, emperors, etc. People also bow to non-royal heads of state as a sign of respect. The bow to non-royalty wouldn't be as low as to someone of royal blood, but it would still happen. People also bow when dancing, and at other occasions when chivalry is called for.
