No, it (he/she/they) would be a very good designer. This world is perfect because it has imperfections. Suffering makes us better people. What would life be like if everything was happy and there was no death or illness or sadness? We couldn't be happy, because we would never have experienced unhappiness.

God (there is only one true God) created the world perfect.  After the fall of man, evil and corruption came into the world.

Either that or they don't exist.  Seriously, if anyone or anything can be blamed for our imperfect world, it's us.  We need to stop the "Outsource the Blame Game".  We are imperfect.  We have created an imperfect world and imperfect gods to blame all of our problems on.

Depends on what they designed this world for.  If it was designed as a perfect paradise, then yeah, they screwed up.  If, however, it was designed as a "testing ground" for their spirit children, then I really can't think of how they could have done it any better.

Not all gods and goddesses are perfect, nor have there been any claims of their perfection.  Your question is based upon your christian world-view.  Also, not all gods created the world, some simply ordered it much like you do your house.

It is amazing how pervasive christian thought is, it seems almost infectious like some rapidly spreading disease.
