  1. Because Lenin promised to end the war which was the main concern of the Soldiers and sailors soviets.

    While other people dithered he seized control of the Smolny Institute which was the base of the revolution and used the meetings to persuade the peasants soviets and the railway workers to join him.

    He thus became the dominant force in opposing Kerensky's government
