Why did the Founding Fathers recommend that nine states were all that were needed to ratify the Constitution?

  1. The Articles of Confederation had required that ALL 13 states had to agree in order to change the Articles. There were never able to get 13 states to agree.They had 12 several times but NEVER 13. It was felt that since their was such an urgent need to reform and revise the government that 9 states would be enough to bring about a change.

    Today it would have been 10 states needed, 3/4ths of the states to ratify before they could have adopted the Constitution. They finally did get 11 of the 13 states to ratify the constitution. North Carolina and

    Rhode Island did not. But by 1792 they had.


  2. Because at the time that was 2/3 of the number of states that existed.
