  1. Because there argument won.The REPUBLICANS were the antislavery men.And they more than any oher faction suported Lincoln during the tough times of 1861 -1863.The northern dems wanted to settle for peace and let the traitors of the south have there own country. If it was up to the dems the war would have been lost.So the REPUBLICANS had every right to demand control of reconstruction.

  2. The Radical Republicans were the majority in Congress and they wanted to make sure the South got the punishment they thought they deserved. They hated Andrew Johnson, who was a War Democrat and wanted the South reincorporated into the Union as quickly as possible so we could move forward as a country.

  3. Radical Republicans in Congress wanted congressional control so they could instill their program of Reconstruction which meant  punishment of the South, blacks to have the right to vote and make sure their return to the Union was harder than the 10% plans of Lincoln and the plan of Andrew Johnson

  4. They simply felt that the South should be punished for seceding from the Union. At the time, they controlled Congress, and President Johnson was going to be lenient on the South, so having Congress control Reconstruction would allow the South to be punished.
